The Man Standing Next begann, als Korea in den 1970er Jahren vollständig von Präsident Park (Lee Sung-min) kontrolliert wurde. Präsident Park war der Kopf- und Vollkontrollinhaber des koreanischen Geheimdienstes (KCIA). Sie machte den Chef des koreanischen Geheimdienstes (KCIA), Kim Gyu-Pyeong (Lee Byung-hun), in die zweithöchste koreanische Führungsposition.

Zunehmende politische Spannungen führten dazu, dass Kim Gyu-Pyeong Präsident Park tötete. 40 Tage vor dem Mord, inmitten kritischer Situationen, die sich auf der Ebene des Führers ereigneten, gab Park Yong-Gak (Kwak Do-won) bedeutende Zeugnisse der Prozesse in den Vereinigten Staaten.

Park Yong-Gak ist der ehemalige KCIA-Chef, der alle koreanischen Staatsgeheimnisse und Militäroperationen vollständig kennt. Einst wurde er in die Vereinigten Staaten verbannt, wo die " Koreagate "-Untersuchung im Gange war.

Im Prozess sagte Park Yong-Gak gegen die Angelegenheiten Südkoreas aus. Das Zeugnis ließ Kim Gyu-Pyeong und Kwang Sang-cheon (Lee Hee-joon) einen Plan entwickeln, um dies zu verhindern.

The Man Standing Next wurde nach einem Sachbuchroman mit dem Titel Chief of Namsan (Namsanui Bujangdeul) von Kim Choong-sik verfilmt. Die Inschrift wurde 1990-1992 in der Zeitung Dong-A Korea ausgestrahlt und erzählt die wahre Geschichte von KCIA-Chef Kim Hyong-UK und seinem Abgang.

Politische Geschichten sind für Lee Byung-hun nicht neu. Er spielte in einer Reihe von politischen Dramen und Filmen wie Ashfall, Joint Security Area, Inside Men und Mr. Sunshine. In ähnlicher Weise spielte Kwak Do-won auch oft in populären koreanischen Filmen wie Mother, The Yellow Sea, Tazza: Hidden Card, The Wailing und Asura: The City of Madness.
